UN Security Council Backs Trump's Gaza Peace Plan

The global body has supported measures presented by the US president for achieving a lasting peace in the Gaza Strip, including the deployment of an international stabilisation force and a eventual route to a sovereign Palestinian state.

Broad Support with Key Abstentions

The proposal was approved by a tally of 13-0, with Russia and China abstaining. Washington's diplomat the American delegate informed the UN assembly that it mapped “a fresh direction in the area for the conflicting parties and all the inhabitants of the region alike”.

Compromise Language on Palestinian Statehood

Addition of references to an independent Palestine was the price the US agreed to for backing from the Arab states, who are expected to contribute peacekeepers for the global force.

“Provisional steps that we embark on today must be carried out in following international law and upholding Palestinian self-determination,” James Kariuki declared.

Netanyahu's Opposition Remains

Nonetheless, on the verge of the resolution approval, leader Netanyahu restated his cabinet's strong objection to the creation of a sovereign Palestine, creating uncertainty on whether Israel will accept the implementation of the Council-backed plan.

Key Provisions of the Measure

  • Immediate lifting of existing limitations on humanitarian aid into the strip
  • Establishment of an international stabilisation force
  • Steps toward reconstruction and a eventual “avenue to Palestinian independence and nationhood”

Ambiguous Wording and Stipulations

The reference to sovereignty was a compromise addition to an initial US draft which did not mention it. However the wording is ambiguous and dependent, declaring only that once the Palestinian leadership has undergone changes and the restoration of the strip is progressing, “the conditions may finally be in place for a credible pathway to Palestinian sovereignty and statehood.”

Global Response

The phrasing did not meet of the definite pledge to the building of a sovereign Palestine alongside Israel requested by Muslim nations, as well as EU representatives, but in speeches to the council after the decision, representatives from those nations said they were ready to support the compromise in the service of continuing the current truce and prompt actions to assist and secure the millions of Palestinian residents in Gaza.

“We has eventually decided to endorse of this text, a resolution that we support its main goal, namely the continuation of the cessation of hostilities and the formation of circumstances permitting the Palestinian population to assert their fundamental rights to self-determination and sovereignty,” Algeria's representative stated.

Execution Hurdles

The resolution grants comprehensive monitoring control to a “stabilisation committee” headed by Donald Trump, but of uncertain membership. This committee has to inform the United Nations but it is not obligated by the desires of the UN or by the Palestinian leadership.

Furthermore, it demands the establishment of a expert Palestinian panel that is supposed to run routine management of the Gaza Strip and the provision of utilities, but it is highly uncertain who would be involved.

Security Force Mission

The authority of the international stabilisation force gives it authority to disarm and dismantle fighting factions in the territory, but it is far from clear that potential participating nations would consent to confront such factions. Not a single nation has so far committed itself to contributing forces.

Moreover the requirements for changes to the PA, the precondition towards steps to Palestinian statehood, have been unclear.

EU representatives said they deemed it necessary that the members of the specialized group to distribute aid was settled as promptly.
